Overview:
HRSI is hiring on behalf of a leading company in the power generation and energy sector for the position of Manager HSE, based at their site in Thar.
Position Title: Manager HSE
Location: THAR, Sindh. (On-site)
Employment Type: Permanent
Work Schedule: 14 days on / 14 days off (Rota-Based)

Job Purpose:
The Manager HSE will be responsible for designing, implementing, and maintaining an effective Health, Safety & Environment (HSE) Management System at the TNPTL and TEL sites. The role includes ensuring safety compliance, driving HSE priorities across operations and contractors, and implementing environmental compliance strategies in line with regulatory requirements

Qualifications, Experience & Skills:
- Bachelor's degree in Engineering (Chemical, Mechanical, Environmental, or related discipline).
- NEBOSH, IOSH, or equivalent HSE certification preferred.
- Minimum 10 years of relevant HSE experience, with strong exposure to Process Safety Management (PSM) compliance, preferably within power, energy, or related industries.
- Strong understanding of occupational safety standards, codes, and HSE best practices.
- Strong leadership, communication, and stakeholder management skills.
Key Responsibilities:
- Develop and implement Safety Management System SOPs, policies, and procedures in line with company and global safety standards, as well as legal requirements.
- Lead incident/injury investigations and root cause analysis, ensuring timely closure of corrective actions.
- Monitor HSE programs and provide risk management guidance to management.
- Develop and execute HSE training plans for plant teams and contractor personnel.
- Maintain and report monthly safety performance data (leading and lagging indicators).
- Coordinate Process Hazard Analysis (PHA) activities and track implementation of recommendations.
- Conduct Management Safety Audits and ensure closure of action items.
- Ensure regular HSE committee meetings and timely completion of assigned actions.
- Develop and implement Emergency Response Plans, including drills and post-drill action tracking.
- Establish health and hygiene management systems at site.
- Manage environmental compliance and submit periodic environmental performance reports to SEPA.
